From a mathematician standpoint you could never answer “all of these” since the set also contains “none”. From a semantics standpoint amtrak is correct that (besides all/none) these are complaints. Which makes “none are complaints” impossible to answer on grounds of linguistics. But mostly the context: Main complaints on the basis of what feedback? Sample size? Quote? What year?

    how do you feel about this question on my govt test /gen...I mean they are complaints,...
