Per Wikipedia, "[Amtrak was founded] as a quasi-public corporation to operate many U.S. passenger rail routes, Amtrak receives a combination of state and federal subsidies but is managed as a for-profit organization.". This distinguishes it from OSHA which "[...] is a large regulatory agency of the United States Department of Labor". While this means by the letter of the law as it is written in most states, 25 CFR § 11.432 could apply to the impersonation of an Amtrak employee depending on how the court chooses to interpret "public [servant]". That said, the blog in question compared to the original OSHA official account doesn't impersonate an Amtrak employee so much as parodying one, which would still possibly make Amtrak Official safe, particularly if the blog were generally marked with other signifiers of a parody.
Full text of the mentioned law: "A person commits a misdemeanor if he or she falsely pretends to hold a position in the public service with purpose to induce another to submit to such pretended official authority or otherwise to act in reliance upon that pretense to his or her prejudice."
