How accurate a description of the process is this? Is he telling the truth or is this the kind of mandatory politeness you get at the end of an agreement like this?

If it is accurate, that’s a completely bonkers PR strategy for the Biden administration: you took all the heat for shafting rail workers, and hardly anybody will see this quiet press release update months later. What happened?

Counterpoint: absolutely no one remembers this and it isn't going to affect Biden's PR numbers at all. Meanwhile, institutional actors directly involved in the issue will know the the actual results, and utilize their power to continue to drive union support, etc, for Biden, his campaigns, and other agenda issues.

I also don't know the details of how true this is, but I think it aligns with Biden's definitely-not-perfect-but-overall-pretty-good understanding of how to work the political system to achieve results.
