It will be friendly but a bit competitive, same as the relationship with NJtransit or Metra. The thing stopping high-speed rail drop getting funding is the fact Trump pulled funding for 4 years and in the process killed the reputation of the project with the average American meaning very little money gets transferred in DOT grants
