Is there harm that can be caused by attributing malice to act of stupidity. Or stupidity to an act of malice, how do you tell them apart, is there a point where an act of stupidity becomes an act of malic unthinkingly. I am genuinely curious. If a law harms millions even if created out of stupidity is that an act of malice. I feel like Malice and stupidity are intertwined but where do hate and malice end and confusion and stupidity begin?

I made this because I was wondering if it was irresponsible to assign the bad economic policy of the Republicans to stupidity, but right now I am thinking it doesn’t actually matter if it’s stupidity or hate that causes it, because either way people get hurt
