how much money would it take to remove 2-4 lanes from every 6+ lane highway and replace them with trains. also do you think it'd be better to remove the outer lanes or the inner ones

Remove outer lanes first because that’s what takes up more usable land and I don’t know how much it would cost to replace lanes with trains but it would be cheaper than continually replacing Asphalt forever
