Then I add this Pink at 31% opacity over it

To get this result

Next I add in the Bloom and Anime Background effects in Ibis Paint X onto the skyline layer

Which produces this look

Then I add the words, which are 3 layers at rising opacity stacked on top of each other

And that gives us this result
