I mean we very much do have coupons but I understand what you are saying. The way you lower prices is you make the issue of amtraks cost something people in your community care about via talking with people and both calling and writing your elected representatives, and of course demanding change. All initiatives for improving a system should be Community based. Also you can get cheaper tickets if you schedule on weekdays and at least a month in advance
