I have several cities on my list of cities with tons of potential, Louisville, Cincinnati, St. Louis, Cleveland, and Baltimore are the big ones. But the one I see as most likely to grow is probably Baltimore

Baltimore is cheap, it’s in the Northeast, it has great density, decent transit, historical cityscapes and in general is just one of the most undervalued cities in the US. I think Baltimore is the city with the most potential to grow and improve.
