In my opinion, If California High-speed Rail wanted to get finished on a way faster schedule, they should be beginning construction on the San Francisco to Merced Segment right now becaus environmental review and design are mostly finished for that segment and it would make the initial openning segment way more useful to the average Californian if they opened with SF-San Jose-Gilroy-Merced
