To improve the design of our cities, we must first improve transit service and bike infrastructure before we can begin to disincentivise cars. If we just make it harder for people to use cars but offer no alternative all we are doing is making people's lives harder, we aren't making people change the way they move. This is why a congestion tax works in New York but currently couldn't work in a city like Louisville. Infrastructure needs to actually exist before we can replace cars. That's why we need to campaign for the construction of mass transit in more of our cities and inside of more parts of our cities. So we are able to actually reduce car usage
