Problem: the city of Chicago has multiple urban freeways running through the city center
Solution: we remove Lakeshore Drive and replace it with a slow 2 lane boulevard, lower this section of I-90 west of the Chicago River
Then cap the Freeways around the loop that are below grade such as I-90 and either build new buildings on top of it or build a park. This would turn some of the freeway median parts Blue and Red lines into more traditional Subways so we build walls around the stations that are in the capped freeway median to keep the heat and smog from getting to people. Just fully remove this section of freeway running through Chinatown between I-55, I-90 and Lakeshore Drive

This would cost billions and cause untold masses of people to complain about traffic, but think of the improvements it could bring
