So here is my proposal for a setting for a story I am working on, basically 15 years after an unexplained disaster led to the collapse of the US government multiple cities and state governments have formed small nations, the most influential of which is the Provisional Governmental Authority of the Hudson Valley, Manhattan, Long Island and New Jersey which is usually referred to as the regional authority. Over the past 14 years since its creation, the functions of New York City and its surroundings have slowly gone back to normal but there are now increasing calls for the dissolution of the authority and creation of a new democratic government
