There already is one? Rich people take choppers inside large cities to avoid spending time in traffic with us peasants.
So what's the problem here? What I'm seeing is another way to ease congestion in a hopefully environmentally sustainable way
Helicopters as mass transit are not environmentally sustainable, all they do is bring congestion into our skies and could very easily be used to kill people
