Philadelphia should get a little old lady who's slightly evil and give her a cool tower and declare her the official witch of Pennsylvania
Preferably she would be named Mildred

Look if I get the tower I'll change my name to Mildred. I'll even cast various Beams and Rays and other such out of my tower. Shine one of those comically large flashlights at passersby
Just before you sign the contract, know that the tower is decrypt and rotting away, we have it hidden in the park for now But once it rises from the earth once more, a band of traveller's will try to stay in the tower but be quite obnoxious guests but you can't kick them out because it would make you seem like a bad host to the neighbors.
Well can I at least make them do little fetch quests to repair my tower by getting random stones in caves and on the tallest of mountains and such?
You can try but they are quite rude travellers
