I have greatly improved the map of my made up city
The water is now blue, there are Highlands blocking the urban growth, there is farmland in the north and Cove City and Portage are connected by a railroad
...this looks like Portland

I get that it's not the same, it's just there aren't many natural areas near the city
Could the highlands not be a good natural reserve with lots of hiking trails for views over the city and estuary? Plus the peninsula and cliffs, I can imagine a common day trip of hiking the coast to Cove and taking the train pack to Portage.
Fair point, the terrain of the Highlands makes settlements hard to build so for what Villages do exist in the Highlands would likely rely on day tourists from Portage and Cove City
