The program had discounted rates for the poor and disabled, and only 2% of people living below the poverty line in the Outer boroughs drive into lower Manhattan each day. Poor people in New York don’t drive, they use the subway because it is significantly cheaper and it’s already available to them. The funding from the congestion pricing would have gone towards making subway stations accessible and increasing transit access in the Outer boroughs. It would have benefited the poor the most, this move is being done to help suburbanites in the fucking Hamptons
