So here is downtown Lexington from Above

I would do infill to the northwest of downtown, add a streetcar in the downtown to improve walkability as well as increase the tree canopy, and in the south I would build row homes and mixed use complexes to use more of the land while still preserving that tree canopy. I would also build an intercity rail terminal in the downtown to connect to Louisville and Cincinnati.

I would say don’t expand it till density is higher in the city core, there is a lot of empty land that could be redeveloped in the city instead of sprawling outwards. But if a plan for a mixed use community gets proposed that would be beneficial but its outside the boundary, make an exception or expand it to accommodate that because what we need are more parts of a city to be walkable.
