Why does the DOD get over a trillion dollars in the omnibus when it is a glorified money laundering scheme which has the added benefit of systemically disenfranchising minorities while trapping them in cycles of poverty when that money could be put to actual good like prison reform,voting rights, and building a high speed rail network.

Basically what this is saying is corporate bootlicking Pete can dispense money to the FRA and passenger rail services as he please with a budget of 250 million. This also goes in to detail on 535 million being directly invested into rail expansion and development. Additionally a billion dollars are directly going to amtrak as a result of the bill for the northeast corridor improvements and 50 million are going directly to amtrak. Also Amtrak can’t change any route scheduling or remove any routes.
